, the premium for health -- obama care or paying your debt? >> well, i'd say that may not be the best way to look at it right now. when people talk about obama care they forget about all the positives. the fact that right now for me in college i'm not paying any higher premium. i'm allowed to stay on my parents' health insurance until i'm 26 because of obama care. when i end up finding my own plan which i do plan on doing once i turn 26, i will not be denied for any pre-existing conditions, i'm not going to be denied because i'm a woman, i won't pay any higher charges. i think those are very important things to focus on but back to your point about student loan debt, i don't necessarily see it as a trade-off that way because i know a lot of people will not be able to be covered because of their parents because they're able to stay with them until they're 26 but with student loan, that's something that's tackled in a separate way but putting the two together -- >> i don't know, charlie, it's just expenses. you all have expenses, i got expenses, and i'm just trying to figure out how this is

has been pretty tough on president obama's rollout of the health care law, and i think the question last night that matthews posed to him, his level of management control and ultimate accountability was the right question, i just don't think obama really answered it. it doesn't matter how many times he met with kathleen sebelius, he didn't meet with her enough, obviously. if he was hands on, he would have learned earlier on that this was an enormous task, that the people assigned to it were not up to. and it was ultimately not prepared to be launched on october 1. there were other indications that before october 1, he says he doesn't know about that. either way, whether you know and you're trying to hide it later or you didn't know, that is a failure of leadership. >> what about this whole thing that his take, charles, that government is not good at certain things and we're looking to consolidate some agencies and yet his administration, when describing the success that they're having now, says that the we believe site is operating at private sector velocity. >> and this is after he

put forward, if they're saying we need to end obama care, they're going to be taking away health insurance from people who have had it for a while. and that itself can be a powerful counterattack. but interestingly enough, it's not just democratic government who's embracing this, it's a handful of republican governors as well. and i think that that is a really revealing sort of point. governor kasich of ohio said the reason we're doing the medicaid expansion is it's a human issue, it's a moral issue that these people need to be covered. and i feel like those voices are going to begin to get more attention as well. >> so, susan, suzy is not wrong on this point, one of the things that republicans are right about when they have angst about the government, that once it is implemented, it is hard to go take it away. so this point that once people have the obama care, talking about repealing it or taking it back becomes a very different issue than having never implemented it. does that mean it's sort of the end of that repeal discussion going forward? >> well, the repeal portion, yes.

. >>> let's turn now to the troubled rollout of obama care and the latest. a big deadline, december 23rd. that is the final day people can sign up for health care coverage and have their coverage begin, if they don't have it now, on january 1st. so you got to do it by the 23rd of this month. but the ongoing problems with the federal website and getting customer information to insurers could mean that some people who think they are going to get covered, may not be. and as it turns out issues with people trying to sign up or extending to certain state exchanges now too. those had been working separate from the federal we can site. now some of those aren't working. >> reporter: not only the federal obama care website that's had its difficulty. rebecca pierce who was in charge of the troubled state-run website resigned friday and some members hypotheticaling she was forced out. they signed up just over 3,000 people by november 23rd and only 700 more one week later. the goal by the 1st of march is 150,000. >> we're for competition and selling insurance across state lines. and above all, we're

is there are provisions in obama care that only take effect if the states establish these health insurance exchanges, only if there is an exchange, quote, established by the state. now those provisions include the subsidies available through exchanges and the employer mandate, the penalties imposed on employers if they don't offer what the government considers adequate health insurance. 34 states said they're not going to create exchanges and the federal government is operating exchanges in those states so that means those provisions by law are inoperative in those states. employers in those 34 states are exempt from those taxes. >> right. >> but what the the obama administration is doing, is the exact opposite of what the law says. the exact opposite. they are issuing the subsidies and imposing those taxes in those 34 states and their rationale for doing the opposite of what the law says is that's what congress intended. >> but wait a second. we have a congress, we can fact check this with the people who pass the law. they're still there. they're sitting in their seats in that domed building. where are t
